Short answer, yes. When it comes to electronics such as these there are limits to what it can do and often times it comes in how energy is transformed. If you are trying to make higher voltages from lower ones, it takes extra current to achieve the same power. Meaning, that if you give it a small input voltage, it will try to draw more current in order to achieve the desired output voltage (so be knowledgeable of the limits of your supply if it matters). However, if your supply can handle the extra current draw, this device will push to create whatever voltage you tune it to.

Q: Can I generate a dual sided supply using the input positive as common?

Probably not, because on the negative side the input and output are common to each other. I think that you would need to use a negative output 3 pin regulator.
