I use alkaline 1.5 volt cells, not rechargeable.

To turn the Maglite ML25LT LED flashlight ON, simply twist the head of the flashlight. Turn the head further to adjust from SPOT to FLOOD - Beam Focus. Continue turning to remove the head, and use as a base for the flashlight body for the Candle Mode / Hands-Free Light feature.

Q: How many lumens are on the lowest setting?

This flashlight comes on by turning the head of flashlight. And it adjustable by turning head in and out. As for lumens the manufacturer says 192 lumens.
